Artemisia vulgaris

Mugwort has distinctively lobed leaves at the base of the stem, elongated higher up.  It can be difficult to remove.  Mugwort is prohibited in New York; it is illegal to purchase, sell, transport or propagate. It was originally brought to North America as a medicinal herb.
