Juncus effusus
This species is found in many countries around the world. According to the NY Flora Atlas, in NY we have the subspecies J. effusus ssp solutus. This is a wetland plant, found in swamps, edges of open water, or in seasonally wet areas.
Not very distinctive but clearly a monocot. Rounded leaves. ("Rushes R Round")
